US senators are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as government employees went without pay, carriers were forced to ground planes and SNAP benefits have been postponed for 42 million Americans.
President's Proposal from Florida Resort
As Saturday's session got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another senator reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to end the shutdown in return for a later vote on the ACA subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.
"Doing nothing is irresponsible because people will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Partisan Dynamics
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several observers indicated that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
